Good Morning! It's hard to say if the PRP caused that to occur as I haven't heard of that happening before. It could've created inflammation and scarring. Does it fluctuate - say - with a hot day or excess salt in your diet? If so, it could be festooning which is difficult to treat. Although it doesn't entirely look like xanthelasma, it could be. Options would be to try something like Morpheus8 to see if the texture improves. Steroid injections may work. An excision would be a last resort in my opinion. Hope this helps you!
