In  my opinion, it is rare for hair loss in the eyebrow area to be due to dandruff.  You should  visit a dermatologist or hair loss expert to determine the exact etiology of your symptoms and  eyebrow hair loss. Medical problems made be present. 

Yes, if it's truly from dandruff or seborrheic dermatitis, the hair that falls out comes back. If it's form another reason it does not necessarily come back.
