Internal scar from failed jaw implant surgery - is it possible and safe to remove? (photo)

On the photo, you can see something like a cyst.. It actually is a internal scar from a failed jaw mandible implant surgery I had in the past The implant was moved from it's place and stacked in that position Stayed for a month there before I removed it and some fibrous capsule around it, was naturaly created there. Is it possible and safe to remove? I prefer finding a doctor in Turkey. cause I can't afford more than 200 euros for that.
