Coult these indentations be caused by previous Excel V treatment? (photo)

Are these possible indentations caused by Excel V? I had a vein in this area that was specifically targeted during an Excel V treatment. They don't look normal to me and seem to alternate between appearing brown and appearing red. What might help diminish their appearance? At certain angles, they look very indented. I will say that I did not notice them until about a year after the treatment.
