Jowls under lip area since childhood, I hate it! What can I do to fix it? (Photo)

Question

I've had what I think are jowls for as long as I can remember. I've attached a photo for reference. What can I do to minimize this or smooth it out completely? I don't even know where to start or what type of doctor I should be seeing. Any advice is very appreciated. I am a 29 year old female for reference.
