Ingrown/sideways growing hair... can I prevent this? (photo)

This pic is of my calf just after shaving. I always get hairs that grow sideways just below the skin surface. And often new hairs tend to curl up under skin and cause little scars on my legs. Aside from laser hair removal is there anything i can do to help prevent sideways growing/ingrown hairs?
