What can permanently be done about this area of my face to look more normal, feminine and not so weirdly flat/small/close t the eyes?

If you can provide photos with better lighting, from front of your face, from the side of your face and 1 meter away I would be able to make a proper evaluation. Due to relatively wide angle between nose and forehead and underprojected (droopy) tip full rhinoplasty would be my choice to correct these issues and create refined, more feminine nose. In person consultation with a baord certified plastic surgeon, expert in rhinoplasty, possibly 3D simulation, is recommended. Good luck.

Thankyou for providing pictures as a reference. It seems you will benefit from upper blepharoplasty to eliminate excess skin in upper eyelid. Moreover, you can possibly benefit from temporal lift and fat injection under your eyes to freshen the upper eyes area.
