This may the early phase of male patterned hair loss versus natural recession of your hairline.  The next step would be to see a physician who specializes in the diagnosis and treatment of hair loss, especially male patterned hair loss.  Male patterned hair loss would have associated miniaturization of hair shafts at or just behind the recession and this can be visualized with a follicle-scope analysis.  Treatment options would include platelet rich Plasma injection therapy, laser light and Finasteride management.  Hair transplant should be low on the list at your age.

You don't give your age, an important factor in treating hair loss.It isn't healthy to fixate on minor physical imperfections; as you note yourself the hairline isn't all that bad.  You'd probably be best served by prevention and maintenance at this point rather than chase after a minor problem surgically.  Modalities such as laser, minoxidil (Rogaine), finasteride (Propecia) and platelet-rich plasma (PRP) can help add density, prevent further loss and sometimes grow some hair back.
