You would be a great candidate for upper eyelid surgery (blepharoplasty) and brow repositioning (endoscopic browlift). These procedures combined would give you your eyelid platform back. Best to see an eyelid expert.

You are a candidate for a brow lift. This will lower your hairline, decrease the vertical height of the forehead and pull up the eyebrows. You may consider a rhinoplasty. Your nose is asymmetrical and would benefit from correction of this.

The use of a medium viscosity HA filler placed properly under the lateral third of the eyebrows will give an immediate lift to the area and create a more feminine upward and outward flare to the eyebrows. This can be further enhanced and the results prolonged by the use of a couple of microdroplets of Botox placed in the same areas of the lateral eyebrows. The aforementioned techniques, which can be accomplished in one treatment session of about twenty minutes by lifting the outer thirds of the eyebrows will secondarily increase exposure of the upper lids You would be wise to consult with an experienced, board certified cosmetic dermatologist injector expert. I think your bra position is more of an issue than your upper eyelids.
A brow lift may be a better option than upper eyelid surgery.
Your upper eyelid position seems quite good.
A single picture sometimes doesn’t allow for a good assessment because visual gaze can change the position of the eyelid in relationship to the pupil.
Consider consulting with plastic surgeons, facial plastic surgeons or oculoplastic surgeons in your community.
Lift often gives a better overall aesthetic result than upper eyelid surgery, but of course it depends on what the underlying problem or ideology is.
Try raising your brow with your fingers when looking in the mirror or have someone take some pictures.

In your case I'd recommend a full brow lift to make your brows have a higher arch which is more pleasing in women, following with upper blepharoplasty to further enhance the eyelid area. Because your eyebrows are flat, it makes you appear tired.
