Your brows are on the low side.  when they are relaxed, it allows the skin of the upper eyelid to drape.  If you like the look with the brow higher, you can either try some botox to elevate the brow.  This will last for 3-4 months.  Or you can do some sort of a browlift,...

Browlift, blepharoplasty or both? It depends on YOUR GOALS and not the surgeons' goals. You have excess skin beyond your lids laterally so that needs a brow lift to correct. Your brows are low as well. A blepharoplasty(upper) will not correct that! If you only want skin gone form your upper lid...
