When I completely relax my face my eyebrow and eyelid droops. Would surgery help? (Photo)

A brow lift may be more involved than you need at your young age.  You might consider Botox or Dysport to the space between your brows as well as under the tail of the brow to see if that relieves some of the hooding.  If this isn't dramatic enough, then you might consider an upper eyelid blepharoplasty.

Your brows are on the low side.  when they are relaxed, it allows the skin of the upper eyelid to drape.  If you like the look with the brow higher, you can either try some botox to elevate the brow.  This will last for 3-4 months.  Or you can do some sort of a browlift, such as an endoscopic lift. 

As an over the internet answer I might try BOTOX to elevate the brow and a skin only upper lid blepharoplasty. 

You have some brow asymmetry which contributes to the different look from one side to the other.  Have you have ever had botox treatments before?  Do you sleep on your right side?  Where you born this way?  I would recommend a consultation with a facial or oculoplastic surgeon to determine which is the best way to proceed.

The photographs demonstrate mild low eyebrows and hooded skin on the upper lids touching  the eyelashes. An eyebrow lift can elevate the eyebrows to a permanent position. A brow lift would elevate your brows permanently, reduce the hooded, tired look and reduce the excess skin present on the upper eyelids. I suggest the Irregular tricophytic hairline incision we described many years ago so you don't elevate your hairline a create a larger forehead.

Yes, you do have low eyebrows.  Your eyebrows should be 1 fingerwidth above the bone.  Yours sits on it.  Since you are 22, I would try some Botox for a while.  If that doesn't work, a browlift will work.
