Generally, a scar forms anytime and overtime an incision is made deep enough in the human scalp. Hair does not grow in a scar. The only means to increase hair density in such a situation is via hair transplantation surgery.
After 1 and 1/2 years it is unlikely that hair will regrow in the area and minoxidil 5% will likely not be of benefit. Hair transplantation in the area may work depending on blood flow. This would need to be assessed by a qualified hair transplant surgeon.
