Most chest and breast veins are called blue (reticular) veins and can be easily treated with sclerotherapy. If you have many reasons then some evaluation may be necessary before treatment but most breast and chest veins can be easily treated with sclerotherapy alone.
It is difficult to answer this question without seen the actual veins. I'm not sure what is your definition of "broken veins". However, it is not uncommon for some patients, particularly women to develop a noticeable network of blue and sometimes purple veins on the chest. Most of the times these veins can be safely treated using sclerotherapy with very good results.
