Is it true that a tattoo over birthmark is linked to increased risk of skin cancer? (Photo)

I have a birthmark on the side of my lower abdomen (picture given). I want to get a black tattoo over my birthmark covering it up. However I have heard that tattoo over birthmark is linked to increased risk of skin cancer. Please let me know if it is true
