IPL is not working for red rash on lash line, I think I have a complicated issue? (Photo)

I went to a dermatologist for a red rash on my lash line that was itchy. She told me it sounded like ocular rosacea and sent me to an ophthalmologist. He only did IPL on me. I went to another DR and she only gave fish oil pills. No one is addressing the cyclical nature of my rash. 1. Red itchy eyeliner. 2. Swelling and drooping of my eye. 3. Pus along my lash line. The cycle takes 3 weeks and repeats. I’m also losing or have misdirected eyelashes. I am wondering why no DR has mentioned demodex
