A breast reduction performed by liposuction can reduce the size of the breast a moderate amount depending upon the amount of fat, but the procedure will not lift the breasts. If you want a substantial reduction or desire a lift as well, then the excisional procedures should be performed.
At size 32, each 100 grams removed corresponds to 1 cup size change. This can be done possibly with liposuction. However, you have not provided photographs and this may not be desirable to achieve a smaller size. The goal of breast surgery is to achieve beautiful breasts. It would be very simple to reduce your breast for one cup size; very likely this can be done using lollipop incision (vertical mammoplasty). We do most of our reductions with liposuction since mature breast tissue has 70-90% of fat content. That technique better preserves innervation and blood supply, what in the case of small breast like yours may not be so important. Skin excision (removal) is done based on skin redundancy after gland reduction (lollipop or inverted T).
With what you are describing, if you do not have much ptosis or droopying of your breasts you might be a good candidate to reduce your breast size with liposuction. You could remove about a cup size of volume without invasive surgery or associated scars.
