I have bad scarring and bumps on my bikini area. How can I get rid of them? (Photo)

I started shaving when I was 13 but my skin is really bad. I got infected ingrown hairs and bumps everywhere! Years later, I still have those bumps and scars from the ingrown hairs! How can I get rid of them?
