I have large bulging veins on my hands and am considering sclerotherapy. I have a mild case of Raynauds syndrome. Would this treatment further compromise my circulation to my fingers and worsen my symptoms from Raynauds?

Terrible!! You are right; the skin looks damaged. The reason, the high concentration of the solution that was used. With time it should fade.
I find topical lasers to be inferior to sclerotherapy for any vein big enough to get a needle into. Sclerotherapy is the gold standard and will yield the best results.
