My boobs are hairy and scarred up and I don't know what to do? (Photo)

Can you help? I really have a lot of dark ingrown hairs and since I've been plucking and shaving for about 6 years now it's just horrible and very scarred up I don't know what to do I've gone to have a hair removal treatment but I couldn't come up with $100 payment they just recently paid $500 a day to get my treatments done I was just one payment off and so I guess I just didn't see the results as much as I wanted to I tried sugar waxing everything I lost hope.
