Can I use filler instead of botox on the number 11 on my forehead?

Yes, filler can be used in this area. The results you mentioned are probably due to Botox placement, which can be adjusted. I recommend a combination of Botox and/or filler, lasers and microneedling/prp to get the most improvement to this area. See an expert. Best, Dr. Emer

regarding the glabella lines, Botox can do a great job smoothing them but you mentioned that you are not satisfied with the results of Botox.
Fillers can also be used. There are many types of fillers which can be used. The most important thing for you is to find an experienced plastic surgeon.

In general I would stay far away from fillers in the forehead area as it can migrate into vain structures in the area and lead to serious complications.  You can however use PDO threads for that area since it does not move once it is placed and thus safer alternative.  

If you are getting the hooded droopy eye look after botox, it is usually a result of placement and /or dosing .It is probably best to stay with one injector so that the injector will learn when to best inject the area and the dosing that will work best for you.  Having said that, yes filler can be used in this area.I usually suggest that you  do several courses of botox first to see if this will soften it enough. I will inject the area if the lines are "etched" into the skin and do not soften.  This is a very advanced area to inject please make sure your provider is very experienced.
