this is a common finding in many patients (men as well as women). if the pockets of fat are small and isolated I would recommend Liposuction under local anesthesia. if there is accompanying skin laxity as well I would recommend mastopexy.

     There are usually two options based upon skin laxity.  One would be liposuction of that area.  The other would be to remove that area, skin and fat alike.  Find a plastic surgeon who performs hundreds of liposuction procedures each year.  Then look at the plastic surgeon's website before and after photo galleries to get a sense of who can deliver the results.  Kenneth Hughes, MD Los Angeles, CA
