I routinely treat lost upper eyelid volume with micro fat grafting. This technique gives me very precise control over how much fat I inject and where. The upper eyelids respond very well. Your pre procedure upper lid volume is outstanding and would be used as my goal photo. However, I do think close examination of your upper lid skin is important. Restoring your lid volume with fat cannot correct significant extra skin. That is where the upper blepharoplasty surgery you mentioned comes into play.
Because 95% of the fat typically survives, I never over fill the face in general and the upper lids in particular. Correcting mild under filling is relatively easy (add more fat). Correcting over filling is very difficult. This operation typically takes about 1 hour and is done in our ambulatory surgery center. It can be done under sedation or general anesthesia. Recovery is 2-4 weeks depending on how much work is done and the individual's personal swelling and bruising.
