Interestingly enough, I have seen epicanthal folds in Caucasian patients before, and they have had freckles as well. There might be an association there, but it is what we call an "academic issues" not one that will affect your treatment plan.
Having said that, you do have options, but the will all involve an incision which will leave a scar, some very small, others more extensive. The surgery is called Epicanthoplasty, but there are many different techniques to achieve it, such as double z plasty, y to v plasty, w-plasty, re-draping method, etc.
