Can a TT scar be fixed without general anesthesia? Shouldn't my PS fix this for me? How long to wait? (photos)

I had a TT and BBL 5/23/19. I was immediately concerned after Surgery because he had injected fat into the back of my legs (saddle bags)we did not discuss this and I was very upset. After a few days I noticed my incision was VERY crooked. He said it was probably due to swelling and would look better as swelling subsided. Well it actually looks worse. I cant even hide it with my underwear on the right side. I asked him about it and he denied it even being crooked! I am distraught over this!
