I see that I have high cheekbones, and a flat face. Due to the flat face my cheeks don’t really “show” when I’m in a serious or resting face position, however once I smile my cheeks become really prominent. Also, if you keep looking down at the lower area of my face around the mouth it seems it is the complete opposite. It is not defined at all and it kinda looks like that area is heavy. Hopefully with the pictures you can see what I mean. Recommendations would be appreciated. Thank you

Thank you for your question and for providing photos. You may benefit most from a combination of dermal filler and Botox injections to address the areas of concern you’re referring to. Hyaluronic acid dermal fillers can add volume to the face to improve facial balance and symmetry. 
Botox can slenderize the jawline by reducing the size of the masseter muscle to provide a slimming effect to the lower third portion of the face. When you have a reduced bone support (eg jawline and perhaps cheekbones); the soft tissue will appear fuller. The focus should not be one reducing natural fullness but to establish more underlying bone support and contours
