There are a variety of treatments that can help with vertical perioral lines. One option would be Botox injections. This treatment would help to weaken the muscle that is causing the lines and generally helps to smooth them out. The effect would be temporary though and you would need to repeat the injections to maintain the result.
Another treatment option would be laser resurfacing. This would cause tightening of the skin and thus, improve the lines.
A third option would be micro needling with RF. This delivers heat to the skin through micro needles and also cause skin tightening.
I would not say that there is one best treatment option. A combination of Botox with either laser resurfacing or RF micro needling would probably give the most improvement.

Lip lines are best treated with more than one modality. Relaxing the muscles with a Botox-type product is a good place to start. A hyaluronic acid filler like Belotero injected very superficially can fill the depressions and give a smoother look. For collagen stimulation I recommend microneedling with or without PRP and radiofrequency. Smooth PDO threads are another option. Fortunately, there are many ways to approach this concern that yield very satisfactory results.
