Saggy chin after fat dissolving a few years ago, what's best option to remove with major surgery/anesthetic? (Photos)

I have done fat dissolving few year ago but this has caused saggy skin under my chin ( its is already small ) i don’t feel ready for a neck lift and would like to know what would be the best option to just remove the excess skin under chin without a major surgery or general anaesthetic.
