The Phonelist on the outside of your lips it’s not based on an abnormal fat distribution. The contour in that part of the face is complex and is formed by a combination of bone structure soft tissue coverage and tension from a multitude of muscles that connect to the corner of your mouth.
Because the problem isn’t based on excess fat it is unlikely Liposuction is going to give you the desired result.
Likewise you can’t manipulate muscles facial expression without having undesirable side effects.
It is simply your facial appearance and everybody has a unique face.
There’s no straightforward easy treatment for reducing that fullness.
