How can I fix puffy nipples? (Photos)

I’m 21 and have a breast augmentation from a few years ago. I have puffy nipples I don’t know why, it shows through in shirts I hate it. It makes them look like triangles because they point out. I didn’t have tubular breasts but I always had puffy nipples. I don’t want them smaller I just want them not puffy. My younger sister has them too. I’m not overweight I’m 5’1 and 100 pounds so it’s not fat. Also when my nipples are hard it kind of goes away. Could this be that my breasts haven’t fully developed as I’m in my early 20s. If not? What can I do?
