YES! There is no reason that you can't have aesthetic surgery in the US. I would recommend planning surgery with plenty of time for recovery prior to traveling internationally.

I’ve been saving USD and I have a B-2 tourist visa and I’ve been thinking about doing consultations at first. However, I’m wondering is it even possible for people from outside the US to travel there for cosmetic procedures ??

Sorry this isn't what you want to hear.... Unfortunately, you will not achieve the best aesthetic result with either of those options and it wouldn't be my recommendation as a surgeon. Your best bet would be proceed with a breast augmentation and full anchor mastopexy (lift). Discuss your scar concerns with your surgeon, they should be able to provide suggestions/treatments to optimize scarring after surgery.

I don’t do well with scarring. Could i do an implant with no lift or a crescent lift?

Hey Lydia2117809! Thanks for the question. There are a few options to help "make my boobs look good again". In your photos I see the nipple position is below the breast crease but you still have good volume. 
Options for treatment include: - Mastopexy alone (Breast lift) - In addition to the lift, this would reposition the nipple complex, reduce the size of the areola, and slightly reduce the size/volume of your breast. - Mastopexy with Augmentation (Breast lift w/ Implants) - In addition to the lift, you could benefit from implants placed in the subfascial plane. This would allow you to maintain or increase your size and help to achieve long term upper pole (cleavage). - Additionally, you could add liposuction of the pre-axillary tissue to either of the procedures above. This will allow your surgeon to address the tissue that hangs over when wearing a strapless top. 
Ultimately, the choice between mastopexy vs mastopexy w/ implant is yours and should be based on your goals.

Great question Mountains61407! I understand the desire to achieve your results without an implant. Unfortunately, even with mesh (used as an internal bra) you are unlikely to maintain significant upper pole volume long term. If you proceed with an anchor breast lift w/ mesh you will have a moderate upper pole volume immediately following surgery but as time passes, the swelling resolves and everything settles you won't maintain that volume. 
An implant is the most reliable way to achieve and maintain upper pole volume. Alternatively, you could do fat grafting to the upper pole which would provide a more subtle volume increase in the upper pole.

It was recommended I get an internal mesh with an anchor breast lift. I agree that I do need and want a breast lift after breastfeeding children. I am trying to determine if I can achieve the results I would like without an implant. Maybe auto augmentation. I was hoping for a lifted and slightly more upper pole fullness or a little more round than the current ski slope I have. I wasn't sure if that was possible without an implant. I am 40. 5'7" and 135lbs. Hoping to maintain a minimum full C (current is 34D and sometimes 34C).
