Is there a procedure that can raise this part of the eye and hopefully the corner a bit too in order to make the eyes look more upturned? Like a brow lift but without raising the brows too much (although being raised a little is fine). Thank you

Alternatively, upper eyelid blepharoplasty surgery is a procedure used to remove excess skin and/or fat from the upper lids. Unless too much skin is accidentally removed, this form of surgery would not cause the eyelids to elevate. From the photo provided you don't have drooping (ptosis) of the upper eyelid. It is hard to comment on any skin/fat excess on the current photo. I would strongly advise against any surgery to lift the outer part of the eyelid only. The results would be extremely unpredictable and likely to cause you dissatisfaction.
