Can anything be done about visible hair follicles? (Photos)

I went to a dermatologist clinic after having poor laser hair removal done at a chain clinic. She has been really helpful in getting rid of my hyperpigmentation, but she said the visible hair follicles cannot be reduced. I’m thinking about getting laser hair removal from the derm clinic, but can LHR reduce the visibility of the dots? They are not ingrown hairs or KP, although I did suffer from them before seeing my derm. The are really irritating because it makes my legs look hideous. No one in my family has this issue so I don’t think it’s anything to do with my skin or hair type. She said it’s most likely dermal pigment.
