I astarted doing laser hair removal around 3 months ago, and when I first went to my consulting session I was told that very smooth hair (around shoulders and upper arms, around the upper stomach, etc) cannot be treated with laser, and that it may have negative consequences later on and would be my own responsibility. I don't get it, is that really the case? Why? I really want to get these parts done, but I am too scared, what are the actual implications?

Laser hair removal can cause temporary sensitivity in the treated area, but it typically doesn't last more than 48 hours. The skin may feel tender, similar to a mild sunburn, but this should subside quickly. If any hair regrowth occurs, electrolysis is an option for permanent hair removal, but...
I do not really see anything significant in your picture. Usually pitted scars should not be the result of laser hair removal unless the incorrect settings or wavelength was used for your skin type
