When the lower eyelid is not up against the eyeball, the tears are not efficient. If the tears are not efficient, the eye can dry out which causes the redness and soreness. A weak lower eyelid is not uncommon temporarily after lower blepharoplasty, but to be born with it is unusual. A thorough examination is required, but a lid shortening procedure would bring your lower lid up against your eyeball and help to eliminate your symptoms. There is mild retraction of the left upper eyelid, and the eye appears to more sunken in showing more of the sulcus. Difficult to give a recommendation based on the photos. I suggest a consultation and evaluation by an oculoplastic surgeon.
The left eyelid and brow appears to be swollen. This is probably resulting in the loss of eyelid fold on the left side. I recommend physical examination and evaluation by an oculoplastic surgeon in your area.
