Is there a way to stop random bits of hair growing down the back of my neck? (Photo)

On the back of my neck, past my hairline there's always hair that grows and goes down my neck. It's on the left side and the right and it grows around two weeks after having it cut. I asked a few people who i know if they knew if there's anything i could do, and their best answer was to get it cut. I thought about laser surgery, but i'm not sure if that'd work on it? Thanks.
