I had Fraxel laser on face and chest 2 days ago. I don't think it worked on my chest? It's showing no real difference (Photo)

Treatment setting on the face and chest need to be different due to different healing times of these two areas.  Generally you need 3-4 treatment in a series for optimal result.  Also a few days out it is not possible to determine how effective a treatment is going be.  Full results are seen a minimum of 3 months after treatments are completed. It is too early to determine the results of your treatment. The course of healing for the chest is longer then the face however, so I wouldn't be using the face as a comparison for the healing timeline. It will take two weeks for the chest to fully peel. I would give it some time before you make a final determination on your result. 

Fraxel is a great laser but it takes longer for the chest or body to heal - up to two weeks - and takes more treatments to have the same result. It takes at least 3 treatment on the chest to reduce years of sun damage in that area.  The same can be true of arms, neck, or back in regards to Fraxel.  Please consult an expert in Fraxel for the best cosmetic results.  Best, Dr. Green

The settings used on the chest on much less than on the face because the skin can't tolerate high settings. The turn over on the chest skin is much slower so it will take up to 2 weeks to peel. It is way too early to decide results yet. It will take more treatments on the chest skin to get results.

There are three types of Fraxel laser devices. I am assuming you had Fraxel: Restore laser treatment. Typically after a Fraxel Restore session, the treated areas should look red and slightly swollen like sunburned skin. It sounds like your doctor was being extra cautious with the settings for the treatment on your chest. The skin on the neck and chest is thin and can take longer to heal. It sounds like you were undertreated by your reported lack of expected immediate side effects after treatment. Fortunately Fraxel treatments are performed ina series so please tell your physician that  you had little to no reaction. Your physician will likely increase the energy settings for your second Fraxel  treatment. Good Luck!
