To make your ears younger in appearance I would propose the following.Start with an earlobe reduction followed by a mild fractional CO2 laser to the lobe post-operatively. This will remove some of the lines, close the stretched piercing hole and improve skin tone and texture here while making the ear a few millimeters shorter in length.

Your earlobe could be reduced along with closing the holes. Then it can be repierced later. It’s a pretty simple procedure and you should be able to get it done under your budget.
