Fuzzy hair/rough skin in transplanted areaPerhaps it's "Shock of scalp skin" as a result of deep incision made by the physician?

It has been 16 months since i had the hair transplantation surgery on my forehead hairline. i still suffer from fuzzy transplanted hair even though my hair is naturally soft. the sebaceous glands are dry and using oils does not help. the transplanted area and skin is red, rough and unnatural. plus donor area is numb still. I am very insecure and I still wear baseball caps wherever i go. Please help.
