The only way to fix these piercing is to cut them out and close the skin which can be done awake with a local anesthetic. See a Board Certified Plastic Surgeon.

However, without examining the pliability of the surrounding skin it is hard to tell. The surgical removal of the scar might prove necessary. If the resulting scar is treated by fractionated laser the result is practically imperceptible at conversation distance. It can be very difficult to make a specific treatment recommendation from a picture, but there are likely a few options available to you.
