Are there any non-phototherapy alternatives to forever young BBL that is safe for dark skin?

BBL can absolutely be performed on dark skin with cautious settings and if you have had good results, you should have no long term problems. There is Stanford research showing slowing of aging with BBL - there is none of that with MN. Hate to say it, but that really sounds like someone trying to sell you MN.

Thanks for a great question.  It is important to make the sure any treatment you are researching is appropriate for you issue and skin type.  In our office, we will only preform IPL/BBL and fractional Co2 on Skin Types 1-3.  If you have darker skin tones, we normally recommend our PicoSure FOCUS treatments.  It is safe for all skin type and has been FDA cleared for pigment, acne scars, fine lines and stretch marks.  It does take a series of treatments, but there is almost zero downtime.We don't make a lot of microneedling recommendations because it does not have predictable results and can result in PIH (post inflammatory hyperpigmentation) especially used on darker skin.  I hope this helps.
