Is there a skin laser that can remove just my freckles and not rosacea?

While some lasers target melanin (brown pigment) and others target vessels (red), I don't think anyone could promise that one specific laser would keep the rosy cheek look you like and only target freckles. Unfortunately, you'd likely target both. Consider just a light chemical peel and see how you like it.
On another note, rosacea is inflammatory and a sign that there is dysregulation in the immune system so I wouldn't ignore it entirely, as it will likely just worsen. You might also want to consider a MedSpa that also does Functional Medicine to treat any possible systemic inflammation.
