What is the best treatment for micro hole in skin left from mole laser removal? As well as flattening the raised mole? (Photo)

I had a laser mole removal done with an incompetent doctor. I said to flatten the mole so I could have even skin. The raised mole is still there but he’s given me a cavity next to it for the last 8 months. I was told it would heal by ‘secondary intention’, although no success. I have since refunded my money. Is there a fox, and can the doctor be liable legally? I want to flatten the mole and raise the cavity. I need something will little downtime. Erbium laser?fractionated laser?Tca cross?
