I want sliding genioplasty and I assume it is what i need over an implant (havent talked to any surgeons yet) but just asking here for people's opinions

The only way to have better insight into the amount of movement that looks natural vs unnatural to you is computer imaging. See what the difference is between 5 and 7mms...which will be very hard to see as neither one will likely look unnatural which for a male usually may occur when the chin...
You have a somewhat deep mentolabial fold and moving the chin down 5 mm will diminish the fold. If he is moving it forward 5 mm then the effects on the mentolabial fold will provide a good balance. You may need an advancement of 6-7 mm.
Given your horizontal chin deficiency, a sliding genioplasty which brings the chin forward will help get rid of the extra skin and fat under the chin by stretching out the tissues. You may want to add submental liposuction to the sliding genioplasty to get the best submental reduction,
