Can Vit C serum contribute to broken capillaries?

I have mild rosacea with redness, but no pustules. My rosacea is in good control, but I do notice that I've developed more broken capillaries around my nose and chin. I've been using a well-known Vit C E Ferulic serum. I think it's 15% Vit C. I use it sparingly in the AM and think it's been helping improve my skin's texture. It does not sting or burn when applied, but I'm beginning to wonder if it could be contributing to more broken capillaries, given that Vit C is acidic.
