It is difficult to diagnose the bumps on your upper eyelids based on the pictures you provided.  You need to be examined in person to try and determine what they might be.  In any case, they could be easily removed if they bother you.

From the picture you provided, it is difficult to diagnose the lesions.  Milia and keratosis are 2 common lesions found on the eyelids that can be easily treated without scarring.  It would be best to see a board certified physician for proper diagnosis and if desired, treatment of the lesions.
