It is best to contact your doctor about post operative care and instructions since each doctor has a different regimen.You may have excess skin/tissue.  It should have been gone after 2 weeks so you may not be washing well enough.

Thank you for the post. Make sure you have done a good wash, and that these are not the actual implanted grafts from the initial surgical date still in the scalp after 2 months. Don't be afraid to wash the scalp in a circular manner. This should help. 

These white dots are skin at the end of each graft that takes on water and like your fingers when you swim too long, then get white and wrinkly.  Don't worry about it
