CO2 laser resurfacing and rhinoplasty are very different procedures that serve different purposes. A rhinoplasty or tiplasty will get you a better outcome if it is a bulbous tip that is bothering you....this is invasive surgery that is changing the structure. CO2 laser is great for skin tightening and evening out skin tone.

The rhinoplasty surgery would only affect the structures beneath the skin, and not the skin's surface. Usually a bulbous tip has more to do with the cartilage and tissue of the nose under the skin, so in most cases, a rhinoplasty would be the procedure of choice.
For a bulbous tip I would recommend a rhinoplasty to refine the nose. CO2 laser works well to improve the texture of the nose. That being said, both procedures can be applied simultaneously or within a short duration of time from each other.
