The most common reason for what you describe is generally excessive de-fatting of the skin in an attempt to create as sharp a jawline as possible. When did your neck lift take place? I wouldn't introduce any more trauma to the area for at least a year after the original surgery. With approval of your surgeon, I would suggest massaging the area. Ultimately you may need either a revision or fat grafting to smooth out the area, but its hard to say without seeing photos and knowing when the procedure took place.
