I believe the procedure you are looking for is called a canthoplasty (or canthopexy) - basically what you want is to have a surgery that will tighten and lift the side (lateral) corners of your eyes so that they look less "downturned" and more "almond shaped" as you would say. It would give you a similar effect to what you are doing when you put the winged eyeliner going upward.

Great series posted photos. You have orbital asymmetry, with temple hollowing. I might try non invasive options first of HA fillers to temple hollows (around 4 - 6 syringes $5,000+) with unilateral BOTOX (30 units $500)to elevate the lower eyebrow side. Maybe 1/2 syringe tear trough filler ($750). If not improved then must consider surgery, ie unilateral brow lift, upper lids with HA fillers. Expect that fee $10,000. Best to virtual with.....
