Will IPR close the gap on my bottom teeth? (photo)

I had braces when I was younger - crooked teeth, and then unfortunately I let tartar get in the middle space on the bottom teeth which cause some minimal bone loss, have always had that black triangle on my bottom teeth, dentist referred me to the orthodontist, orthodontist said he can close up the black triangle, what do you think? What are my best options? I asked my dentist about doing bioclear matrix but he said it is not good for the gums. Should I get orthodontic treatment?
